Philosophy / Rationale

The Mother Tongue Languages curriculum is designed to cultivate ethnic and cultural identities as well as a love for the language. As Singapore's history and culture are still rooted in Asia, the transmission of ethnic identity and culture is facilitated through the nation's bilingual policy. Having a knowledge of and affinity for two languages allows pupils to function more effectively in a globalised world and enhances their sense of belonging and identity.Bilingualism is one of the cornerstones of Singapore's education system. English Language is used as the working language for all as Singapore is a multi-racial, multilingual and multi-cultural society.  Programmes
MAJOR DIFFERENCES MADE TO THE MOTHER TONGUE / HIGHER MOTHER TONGUE LANGUAGES IN THE RAFFLES PROGRAMME 

Mother Tongue Languages (Chinese / Malay / Tamil)
In the Raffles Programme (RP), Year 4 Mother Tongue (MT) Language students do not need to offer the GCE 'O' Level Examination. They will sit for the H1 Mother Tongue Language GCE 'A' Level Examination when they proceed to Years 5 and 6, to meet the National Bilingual policy requirement.

However, the school is availing to the Year 4 Chinese Language students the option of registering for the GCE 'O' Level Examination as this serves as an additional platform for the students to gauge their ability in the language.

Emphasis of the subject is placed on communication skills and the creation of more opportunities for students to use MT languages within and outside the classroom. A thematic approach is adopted for the five-year MT programme.

Higher Mother Tongue Languages (Higher Chinese / Higher Malay / Higher Tamil)
All eligible Year 1 and 2 students offer Higher Mother Tongue Language (HMT). Students who consistently perform well in HMT in Year 1 and 2 are allowed to continue to offer HMT in Year 3 and Year 4. They will sit for the "O" level HMT Examination at the end of Year 4. There is an increased exposure to Chinese Literature in order to enhance students' oral and writing skills. Enrichment programmes include talks by professionals in various fields, mentorship programmes, debates and public speaking courses. There is also a process to identify and groom students with good performance and potential to pursue their study of HMT in the Language Elective Programme in Year 5-6.

Students with consistent good performance in Higher Chinese and a keen interest in the Chinese Language would be invited to apply for the Raffles Academy (Higher Chinese) programme.

语言是人类最重要的文化载体,是民族文化的 宝贵遗产。语言的实用功能及其文化的内涵是区别人类与动物的最重要 标志。 

新加坡是一个多元种族、多种语言、多元文化的社会, 因此,英语成为工作语言,但我们的历史与文化, 还是根植于亚洲。为了巩固社会凝聚力,使各族的语言文化代代相传,我国教育基石之一的双语政策, 就不仅是为了沟通,更重要的是培养年轻一代对母族文化的认同。

Philosophy / Rationale
Kedwibahasaan ialah asas sistem pendidikan Singapura. Oleh sebab Bahasa Inggeris bahasa pengantar dalam masyarakat Singapura yang berbilang bangsa, bahasa dan budaya, isu berkenaan jati diri dan budaya perlu disampaikan dalam bahasa ibunda kerana sejarah dan budaya masyarakat Singapura berakar di Asia. Oleh itu, semua pelajar wajib mempelajari bahasa ibunda setinggi mungkin. 

Key Understandings 
  • Bahasa ialah alat untuk melahirkan pemikiran, perasaan dan nilai-nilai murni
  • Bahasa memancarkan jati diri dan budaya
  • Bahasa ialah wahana imaginasi dan kreativiti
  • Bahasa bersifat fungsional

PHILOSOPHY / RATIONALE


LANGUAGE COMPETENCY: Language is an essential tool of communication; therefore the purpose of learning a language is to facilitate effective communication and thinking.

CULTURAL QUOTIENT: Singapore is a multi-racial, multi-lingual and multi-cultural society. Learning the Chinese Language deepen students understanding and enhances their social competencies. This is especially important as it strengthens the social cohesion of youth in Singapore.
